Dubai Land Department Launches AI Platform to Streamline Developer Registration
Dubai Land Department (DLD) launched a new platform called
Initial Registration on 3 September 2026. It puts three jobs in one place: registering a project, registering a sale, and managing the escrow account. The launch event was held at Grand Hyatt Dubai.
The big change is speed. Mustafa Al Rifai, Senior Manager at Dubai Land Department, told WAM that the platform cuts data entry work by up to 80 percent. A registration that used to take about 30 minutes can now be done in under five minutes when it meets DLD rules.

What the Platform Does
Before this, a developer used a different system for each step. The same details were typed in more than once. Developers, DLD and escrow banks all worked from separate records.
Now the three steps sit in one journey. Information typed once is reused across linked systems. DLD says this cuts the gaps between sales records, escrow records and ownership records.
Messages and follow-ups also happen inside the platform. Developers no longer need to visit an office, call, or send emails to check on a file.
How the AI Works
DLD says the system does four things:
• It reads Emirates IDs, passports and sales contracts, then fills in the fields by itself.
• It asks a short set of questions and sends the user to the right procedure.
• It lets you add missing details without filling the form again.
• It approves simple transactions on the spot when they meet DLD rules.
That fourth point is why the time drops from 30 minutes to five.
Project 360 Shows Everything in One View
The platform has a tool called
Project 360. It shows four things about each project on one screen:
• Unit status
• Escrow account
• Financial data
• Project records
It also shows early warning signs. These help spot a problem early, so it can be fixed before it grows.
Developers can run more than one company from a single account. Staff get different roles, so one person can prepare a file and another approves it.

This launch is not a one-off. It matches the plan announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, to run 50 percent of UAE government sectors, services and operations on self-executing AI models within two years.
Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency at DLD, called the launch "an investment in the real estate sector's efficiency". He said AI and stronger links between parties improve transparency, governance and investor confidence.

Dubai Real Estate Strategy 2033 and the
Dubai Economic Agenda D33.

A 70 percent rise in deals needs a faster system behind it. Dubai recorded more than 163,000 transactions worth over AED 544 billion in the first nine months of 2024, according to DLD.
